To receive a Building Permit, you must have the following information:
1) *Building Permit Applications- Obtain this applications and email or return to the above address with steps 2-6 complete. At that time it will take 3-5 business days to complete the approval for permit.
2) *9-1-1 Address- You can obtain this information from Garth Sullivan or Beth Lewis at the 9-1-1 office located in the basement of the courthouse. They can be reached at 318-728-2233. For an existing address you will need to have a Verification form completed by the 9-1-1 office.
3) *Sewage Approval- You may get this from Jason Pylant or Carol Justus at the Health Unit. He can be reached at 318-728-4441. All issues involving sewage are to be handled by Mr. Pylant. If no sewage is involved in your project you must get a letter from Mr. Pylant stating such.
4) *Assessment Form- Obtain this information from the Tax Assessor’s Office located on the first floor of the courthouse. This office can be reached at 318-728-4491. We must have the Assessment # from this form to complete the required Permit Information.
5) *Plan Review Letter- If building a Home, Shop or Commercial building, a plan review letter, from Inspections Unlimited, 318-387-2319 or inspector you have hired, is required. Without this letter, a permit Will Not be issued.
6) *Flood Zone Determination- Flood Zone may be determined by a registered Land Surveyor to determine if your property is in a flood zone. All property determined to be in a Flood Zone will require a Certificate of Elevation. We will need a proposed floor elevation and a finished floor elevation documented by a registered Land Surveyor. You will also obtain a flood determination from Chad Parker-Inspections Unlimited-Richland Parish Flood Plain Administrator, (318-376-4659) once your application has been submitted to permit office.
*New Home Construction- To issue a permit, the Permit Desk must have all above information and a copy of the Certified Building Plan Review prior to issuing a permit. Please provide the name of the Licensed Contractor who will be doing the construction. Prior to occupancy of project a Certificate of Occupancy must be issued by Inspections Unlimited-Glenn Smart 318-376-0177. Failure to receive this Certificate could result in utilities being removed from home. Inspections will be required.
*Commercial Buildings New and Additions- Must have the approval of the State Fire Marshall as well as Certified Building Plan Review prior to receiving permit. Must provide contractors name that will be doing the construction. Prior to occupancy of project a Certificate of Occupancy must be issued by the State Fire Marshall’s office and Inspections Unlimited. Failure to receive both certificates could result in utilities being removed from building. Inspection will be required.
*Additions to Existing Homes- If addition is more than 50% of the original square footage of home, a Certified Building Plan review and inspection will be required to obtain a permit.
*Shed, Portable Buildings, Unattached Garages, etc. - More than 500 Square feet a Certified Building Plan review and inspection is required to receive a permit.
*All Mobile Homes- New and Used require inspection of plumbing, electrical, and tie downs prior to receiving electrical service from power company. Inspections are required .
Paperwork on mobile home- including amount paid for, and serial number/VIN.
*All Recreational Campers and Camps- require sewage approval and inspections of electrical service to receive power from power company. All camps require a notarized affidavit stating that the property is not a primary place of residence.
All new home construction, commercial building and new addition- remodeling require inspections during construction. All inspections reports must be received and a Certificate of Occupancy must be issued prior to occupying the structure. A final electrical inspection report is required along with permanent sewage report for electrical power to be connected to structure.
Certificates of Occupancy can only be issued by the parish designated Building Official,

All permits for new construction, commercial building new and addition-remodeling, sheds and mobile homes must be approved by Inspections Unlimited prior to receiving permit.
If using another Certified and Licensed inspections firm an administrative fee of $300.00 is required to receive Certificate of Occupancy for project.
Permit Fees:
1. Residential-$200.00
2. Commercial-$400.00
3. Mobile Home-$100.00
4. Remodel-$100.00
5. Shed/Shop/Barn-$10.00 only if no sewage
6. Camper/RV-$35.00
7. Water Well-$10.00
8. Swimming Pool-$10.00
The total amount for permit fees is to be paid to the Richland Parish Police Jury.
Reconnects and upgrades for electrical service, require inspections of new electrical equipment being installed and building permit.
